Cybercrime is America's fastest-growing form of crime. In 2018, criminals relying on cyber-crime generated revenue of $1.5 trillion. It is estimated that more than 4 billion documents were exposed to hackers in the initial months of 2019. By 2021, cybercrime is expected to cause harm totalling US$21 trillion. It is difficult to prosecute hackers in court.
Most of the time the victim and the attackers stay in separate jurisdictions. When dealing with other nations the paperwork and the formal processes take on toll. Many victims have no idea where to start and never do something, contributing to understated statistics.
